The Department of Veterans Affairs (VA) has charged the Office of Construction Facilities Management (CFM) with the management for the assessment of the VA capital asset portfolio. VA has created a Capital Asset Inventory (CAI) which contains all the key data needed to describe our existing infrastructure. A Facility Condition Assessment (FCA) is a tool used to obtain essential data. An FCA is a visual inspection of the technical and physical conditions of a VA Medical Center’s facility. The inspector submits a report detailing identified corrective actions. FCAs are in place for all VAMCs and updated every three years. This Task Order is a continuation of that effort. VISN 15 contains approximately 5,689,304 gross square feet of documented assets. This assessment includes 32 buildings or 361,347 square feet of space that is not included in the current FCA data base.

 

For the following critical and essential facilities in Low seismic areas (per ASCE 41-13), a structural engineer will address non-structural systems for seismic vulnerability (see attachment FCA 101 for more information): Columbia: 1, 1AC, 23, Kansas City: 1, 4, 26, 38, Leavenworth: 39, 88, 89, 90, 91, 161, 162, Wichita: 1, 1A, 2, 3, 13, 17, 19, 26, 31, 34, 35A, 36, 61. For the following critical and essential facilities located in areas of Moderate and High Seismicity (per ASCE 41-13), a structural engineer will address structural and non-structural systems for seismic vulnerability (see attachment FCA 101 for more information): Marion: TMD1, 1, 2, 8, 13, 14, 37, 38, 42, 43, 47, 49, 81, Poplar Bluff: 1, 4, 5, 6, 7, 14, 23, St. Louis, Jefferson Barracks: 1, 3, 3T, 51, 51T, 52, 53, 53T, 55, 58, 60, 60T, 75, 93, St. Louis, John Cochrane: 1, 1A, 1CA, 1B, 2, 2T, 3, 5T, 8, 8A, 8B, 11, 24. Budget & Schedule: Basic Report is due within 30 days of visit. The following is a tentative number of days for completion of each site visit. All work is to be completed within 360 days after NTP: Kansas City – 5 days, Columbia – 4 days, Topeka – 5 days, Leavenworth – 5 days, Wichita – 3 days, St. Louis, Jefferson Barracks – 5 days, St. Louis, John Cochran – 5 days, Poplar Bluff – 2 days, Marion – 3 days.
